Basement?

I noticed something new whilst building a home...there is an underground basement...what is the purpose of it as it wont let me place objects inside it..only tiles or flooring:S?

The basement should allow you to place objects and a staircase in it just like a normal room. I believe the only thing you can't do is hang things on the wall (or place doors and windows in the walls). If it's not allowing you to place objects in it then perhaps the basement floor isn't low enough to allow it.
