Cheat menus

My cheat menu doesnt show up since i rebuilt my pc it doesnt make sence to me it happened ONCE befor a long time ago because of mouse graphics software and i disabled it and the cheat menu showed up again well i don't have the software at all anymore so what would make it disappear
