Angle Showing only the Tops

now, I've clicked the botton that does the aerial view and it's still a little more aerial then what I'm getting but instead of zooming into a person, I'm zooming into the ground

When it zooms, it usually does so pointed at whatever it was pointed at, not necessarily a Sim. If you want to zoom in on a Sim, then click the icon of that Sim in the user interface.

If this doesn't work, then please show us a picture of what you mean.
