This is obvioulsy a problem, though not one that anyone at Maxis has been able to reproduce. We have our entire test team and development team looking into it, but so far all the instances we have seen have been due to a third party download or patch, namely phone and mailbox plugins, or because the user had deleted hidden items on their lot, or deleted the mailbox. Please remove all 3rd party downloads. Delete your sims folder, run simseraser, empty your recycle bin. Then install just "The Sims" or "The Sims Deluxe Edition" and "Superstar" and see if the tabloid is appearing. If it is then install the rest of your expansion packs, checking after every install to see if the tabloid is still appearing.
Remember, the tabloid should arrive with your newpaper each morning as long as you don't have a lot of them left over on your lot needing to be recycled.
