Well, you can play another family to adopt that child from the adoption agency. If no other children have been taken away, that kid will be the one that will show up. Then you move out an adult with the kid and then combine their family with the one that the child belongs in. Then you move the adult back out. I don't know what it does to the child's memories or if he will still view his former family as family members.
