Jeff Fiske of Tilted Mill posted a quick summary (http://www.tiltedmill.com/forums/showpost.php?p=165168&postcount=16) on several things.

The Societal Values system is an attempt to pluck any building from anywhere/any fiction/ and give it attributes that can interelate and communicate within a structure. It is our solution to allow these buildings to actually co-exist with parameters the game can handle and you can play with.

If you were to re-create a realistic modern city, you might come close but you might feel that sc4 would do a better job because of its ability to scale massively upward. But what about cities and places in other places of the world? Or even different types of places right here in the US? How bout industrial era NY, or prewar Paris? People view SC4 as this ultimately real simulation because they have already bought into the fiction it leverages. We just put the suspension of disbelief in other places- which if you choose to buy into- will allow you to create far more varied cities and mix and match them if you desire.
