TMill::Common::IO::Filestream::OpenFile Error

Sadly I get the same exception every time I start the game. I downloaded the newest patch #2 and the error moved from line 149 to line 156 (so I guess at least 7 more lines of code were added somewhere). The original error (prior to patch #2 occured in:
File: c:\sc5patch\source\common\filestream.cpp
The new error occurs in
File: c:\sc5prexmasupdate\source\common\filestream.cpp
My stats are as follows:

C:\Program Files\Electronic Arts\SimCitySocieties
Windows Vista (all drivers up to date)
Dell XPS
Intel(R)Core(TM)2 CPU 6600@2.40GHz
2045MB RAM
32-bit Operating System
125GB Free Disk space

I have uninstalled and reinstalled the game 3 times (takes forever). And still I get nowhere. It was running on the original install but crashing all the time, now it doesn't even get to the EA Screen. One other note, before any patches it gets through the EA Screen, through the movie, and then crashes. Any help would be most appreciated. :)

Since you are running Vista, set the game to compatibility mode and see if that makes any corrections.

On the boxes I have looked at the Vista is listed as a system requirement. Surely things are not so out of synch in this crazy world that the Olde World gets a completely different (and more advanced) version of a game than is available in the Noo World :rolleyes:
