I know you're supposed to buy it from the matchmaking lady, however every time i call the matchmaking service and she arrives at my house, she "sneaks" in and delivers a genie lamp. My sims can't interact with her or anything in order to buy the damn potion. this has happened to 3 families in my neighborhood... like she's stuck on genie mode or something.

I think there is a buyable version (mod) over at Mod The Sims 2 if you don't mind playing with hacks.
Other than that make sure you've got the freetime patches.
