How can I stare at the shores of Sims 2 Beaches when i can gaze lovingly at Sims 3 beaches, the ability to walk on the beach while the sunsets?

what about the editing tools for neighbourhoods? are they ok? can you add/delete roads? make hills? make lakes?
can you start a neighbourhood like you could in SC4?
