Custom User Title Policy Revision

After much consideration, I've decided to enable Custom User Titles for all members. For those of you who don't want to use the custom title, you can stick with the traditional user titles. :)

Please tell me that the "titles underneath your name" which don't appear to be managed in the CP are not a type of ratings like the Sims lists use. I can't tell you how many problems we've had on the boards related to those.

The length of time ones that we've always had seem to be ok (except when we get someone making nonsense posts to jack up their "title') but ones based on "ratings" is trouble waiting to happen.
