Help with Bella Goth

So um . . . where exactly can we find Bella Goth? Completely idiotic question, I know, but I just barely got the game two weeks ago and I'm not too fast at picking up on things. Also, I heard somewhere that the Bella Goth that you find in Strangetown doesn't have any memories, and that the REAL Bella Goth is somewhere else. So I am completely bamboozled and confused. And oh yeah, is it even possible to move families from neighborhoods?
