It goes like this:
There's a girl toddler, her mom, and dad. Her future stepmom is single so far. Then her dad leaves, marries the stepmom, and the mom dies. How do I get the dad and stepmom to adopt the girl? I don't want her to be taken by a social worker.

Wait until the baby is taken away by the dreaded Social Worker and then go play the Dad and choose the adopt option. So long as daddy-dearest has sufficient simoleons and chooses to adopt a toddler the social worker should bring the kid around straight away.
No guarantees, mind!

Yeah, but I NEED it to be guaranteed!

when the dad moves out, you could take the daughter with you... the mom would be alone though.

Yeah, ur right! Out-of-story, and she wouldn't have any memories of her mother dying (I don't think...) but that could work!

Um ... if this a project you are proposing, faktri, rather than a situation already existing and in need of a solution, I don't see why you can't try out my suggestion. I'm pretty sure that adoptions always involve the last child taken away by a social worker (if there is one) otherwise I suppose the game creates one to order. Funnily enough I haven't actually done any adopting and I don't know what the social workers look like ... well I do cos I've seen them in SimPE ... but I'm such a good parent ... you know it! :D ;) :p

Yes, but in order for the mom, stepmom, and half-brother to have the proper relations with her, she has to, 100% guaranteed, be the one they adopt, not just random chance

Yes but you do not have to save if you don't like the child that is brought for adoption. If there is a choice then you might have to run the adopt scenario more than once to get the outcome you want.
I mean ... sheesh! This is a game not real life. Nothing is guaranteed in life and games (amazingly enough) are actually pretty much the same. There is no cheat code for what you want but unlike real life you do at least have the opportunity to cheat by reloading and running the scenario again until you do get the result you want.
I honestly do not understand what your problem is.

oh, ok...I'll try that
