Dispel Illusions

First I will say your computer is out of date, it is underpowered to run the games that are coming out now. From your data here is what is important.

Processor: Intel(R) Celeron(TM) CPU 1400MHz
Your processor is too slow to keep up with running the game, for running the game I would suggest no lower then 2GHz. It will run the game with this processor but it will be slow and will limit what you can do with out slowing it too much.
Memory: 254MB RAM
Although EA says The Sims 2 will run with this amount of memory, this is very low. I would suggest about 1 gig of memory for a clean running game. Memory here is more then likely your main source of the choppiness in your game. If it is too low it will cause the system to pause the program while it reloads the data it needs into the memory. Just to put things into perspective, your windows XP uses 254MB of ram while running, not counting any thing else running in the back ground. This forces your system to rely on virtual memory which is slower to run anything. As a short term fix read EA's guide for closing back ground programs to reduce your memory usage and will help slightly with game performance.
NVIDIA GeForce4 MX 4000
Display Memory: 64.0 MB
For your video card, it will do for the game, it just wont let you play with all the graphics set to high. Considering your processor speed and the amount of memory I would suggest setting your in game graphics settings to their lowest levels. This will help with in game performance but at the cost of how the game looks.

Those are the three biggest things to look at, the rest is OK considering your game and system. As far as things to do to help out further, make sure to update all of your system drivers, including your video card, and DL all of the latest updates form Microsoft.

Down the road your system simply will not be able to keep up with the demands of the games coming out, upgrading this system is more a waste of cash because the entire system is getting to the point of needing to be updated, so save your cash and look for a more powerful system opposed to sticking anything into this one.

I wish you luck with your game, have fun gaming.

Windows Updates -> http://windowsupdate.microsoft.com

However primarily from what I can see, you are suffering from a lack of RAM. You'll need to purchase more RAM if you want to see additional performance benefits. Having 256MB of RAM for both Windows XP operations and Sims 2 Gameplay will not suffice.

alright well i will ask my brother about that. now about how much will that cost so that i can either save up money or ask for it for my birthday.

It depends what type of memory you need (DDR/SDRAM) and how much memory you are adding.

The most important download you need to make is your DirectX installation

Get it from: http://www.microsoft.com/windows/directx/default.aspx?url=/windows/directx/downloads/default.htm

Your dxdiag report shows:
DxDiag Version: 5.03.2600.2180 32bit Unicode
------------
DxDiag Notes
------------
DirectX Files Tab: The file d3d9d.dll is a debug version, which will run slower than the retail version.

(I have underlined the most significant part!!)
This certainly affecting the way your computer handles the game.

I am puzzled about the report indicating 254MB system memory. There may be a problem there. (You certainly need more, anyway!)

Search the web for "comuter memory" eg http://www.crucial.com/ which has a section that helps you find the right memory for your machine. Aim to add at least 512MB which shouldn't cost you more than around US$60

well since the modem is too old and everything is just too slow, my mom is returning the video card.
