I have read reviews about Sim personality configurations where some of the personality traits are maxed out (with a combined total of over 25). How does one do this without hacking? Is there a logical way to do this in the game? (with an adult Sim)

The only way to do this without cheating is that sims born in game have more personality points than the ones made in CAS. The only other way to do it is by using a boolprop cheat. Type "boolprop testingcheatsenabled true" (without the quotes) while you're in the neighborhood screen. Then go into any one of your houses. You should now be able to drag up and down their needs bars and also their personality points and friendship points. Make sure that once you are done changing things that you type "boolprop testingcheatsenabled false" to turn it off again, as leaving it on when you don't know how this cheat can work can do horrible things to your game.

Without using a cheat (like boolprop) or something like Merola64's multipainting, you can't get that in CAS created Sims. I've noticed that you get more in the game born children, however.
