EQ and Criminality

There is a graph in the Strategy Guide on page 175 dealing with Base Criminality by EQ. I think that the horizontal axis is wrongly entitled "Base Criminality" and that it should be labelled "Educational Quotient" (EQ). I have written to Prima Games but I haven't had a reply. I wonder if someone else who has the strategy guide could take a look and see if they agree with me, or not. I don't mind you not agreeing. I don't quite understand what is being said in any event.

I can't really find any significant mis-interpretation of the graph, I think it has been drawn correctly.
