Forum Software Update to Version 2.3.0

Plans are underway to upgrade vBulletin from 2.2.8 to version 2.3.0

This won't occur until it goes gold. Right now Release candidates are out for version 2.3.0, but until it goes final, we will be on 2.2.8

What to expect in 2.3.0? Not much. Just some security fixes (we didn't apply in version 2.2.9) and a few admin features :)

Also a new mailing feature too :)
