Problems - Neighborhood view is black and...

My girlfriend has been having a lot of problems with the Sims lately. We have even tried to backup her game files and have reformatted her computer to no avail (I hope that wasn't a mistake). I read the stickies after doing this unfortunately but I guess it's a little late now. The problems she's having are:

    1. When she goes into neighborhood view, the picture is partly black pixelated (black boxes) until something triggers it (like a car driving in the cul-de-sac) then it goes back to normal, also, some of the terrain appears as white boxes.

    2. Once when one sim tried to get into a car, he got stuck in a loop and she couldn't stop it, then another time he went to get in a car, she cancelled it, and he got stuck in a loop again.

I will try uninstalling/reinstalling, updating drivers and making sure directx is up to date and report back with my findings, as well as restoring game data. If anyone has anything to contribute I'd appreciate it. Thanks all.

    Her specs are as follows:
    Pentium 4 1.8ghz
    Over 1 gig ram
    Nvidia GeForce FX 5200
    Windows XP SP1
Over 150 GB Free HD space.

    Problemo #1/

Sounds like your FX 5200 is overheating. I had similar problems with my 5600; problem turned out to be a defective GPU fan. I replaced the fan with a passive heatsink and the system fan with a thermostatically controlled job. Performance enhanced and noise reduced at the same time.

Try making sure the case is properly ventilated (and not on top of a heater) before getting the screwdrivers out tho ...

    Problemo #2/

This sort thing happens from time to time.
