Do you mean, you can't click on his picture and make him the active sim? If so, then yes, that is normal. If you mean your own sim can't click on the baby's body to interact with him, then no, that's not normal.
Yeah, you can't control babies. You have to wait until they become toddlers before you're able to click on them and look at their stats and tell them where to crawl etc. Cass.
