How Do I Make A Neighborhood With SimCity4?

I have SimCity4 installed, and I have up to Open For Business for the Sims.

I used the smallest template and made a little island in the "London" region. I make it a neighborhood, save the full thing (plants, terrain, roads) and exit. When I go into C: > Program Files > Maxis > SimCity 4 > Regions > London, my island isn't there. There are the default cities in the "London" region and "City - New City #". Please help! I'd love to be able to use my islands in Sims 2. :(

 

Look in My Documents\Sim City 4\Regions\London\ instead

Are you sure? Oh, well. I stand for, er ... hmmm ... tell ya what, I'll think about it. Nope, don't need to. I stand for fluffy towels and bubble bath ... although I prefer to wallow, if you don't mind.
