I don't really see the problem in a way. If he had been speeding by the same amount he probably would have been issued a ticket as well... so why not get one for being too slow? That's just as much of a hazard on the road as someone driving fast.
I believe here you can go 10% below the speed limit, any lower and you need to have your hazard lights on and stay in the left lane.
But according to the story he was ticketed before he even reached the speed limit sign marking the increased speed zone!
