swmeek I got your benevolent dictator pal!!

You have the bare minimum of ram to run the game.
You might try turning off anything you do not have to have running and see if it will run then.
You might try turning up your virtual memory settings a bit and see if it will run then.
This is where you use available hard drive space to ACT like system memory helping your computer run a bit faster especially when you run more programs than you should when your system can't handle them.

After click on the icon, do a Ctrl + Alt + Del. Does the sims 3 show up in the applications tab?

Try running the game's .exe straight from the program files directory, I think TS3 has some launcher thingo that could be causing problems.

When starting the game directly from the executable, it should at least appear in the task manager's process list for a second or two.
If not, can you try the run the game on another computer? This would confirm that the executable is not corrupt on the disk.

What does the error report say? Though I assume it will be one of those useless error messages.

Check the event viewer in Control Panel > Administrative Tools. In the applications tab see if there is anything about the sims 3.

it says that its source is a .net runtime 2.0 error for the sims launcher.

    the description is:

    EventType clr20r3, P1 sims3launcher.exe, P2 0.0.0.11195, P3 49f9057e, P4 sims3launcher, P5 0.0.0.11195, P6 49f9057e, P7 7b6, P8 37, P9 system.typeinitialization, P10 NIL.

That's the launcher, can you start the game directly from the executable?

running just from the ts3.exe file is called an "Application error"

    description:

Faulting application ts3.exe, version 0.0.0.11195, faulting module ts3.exe, version 0.0.0.11195, fault address 0x0088cf7f.

I would still try the game on another computer if possible. This would rule out the CD being corrupt.
I'm not sure what to troubleshoot next as there doesn't appear to be any reason why your game shouldn't run on your computer, and a clean install should have cleared up any incompatibilities. Hopefully someone else here can be more help.

That's why it doesn't make sense. Perhaps it's something obvious that I'm missing, running on a few hours sleep probably doesn't help much.
If I think of anything I'll post back.

im having exactly the same problem with the game Oblivion... something is seriously up here.. but i dont know what

Well if Oblivion is killing it too then it sounds like you're getting into a hardware related issue as Sims 3 isn't even taxing the card like Oblivion will.
Did Oblvion ever play at all on this system or did you just now unstall it?
Do you by any chance have access to another video card you can swap yours with?
    Say your little brother's ?
It could be such a thing that the card itself has some minor defect or part almost ready to blow that it kills it before it can start working yet normal everyday use doesn't stop it .
Here's a benchmarking program you might try and see if it will run on your card.
    http://dee.cz/lightsmark/
If it doesn't work then it's a good sign your card is bad.
You might also try the Aquamark benchmarking program too.
I think it's something hardware related but determining what it is may take a while to figure out as there's so many possibilities of what it could be.
Still if you can borrow another card and try it in your pc that's a first step in finding your problem.

oblivion used to work.. and lightsmark didnt work came up with a very similar error message, reckon its my graphics card then?

    Sounds possible.
It could be any number of reasons why it would stop working.
    How old is the card?
It could be the thermal grease used on the gpu and the heatsink has dried up and every time you run a game it's getting way too hot too quickly and it's shutting the process down.
If this were the case and it was out of warranty then I remove the heatsink and grab a tube of Artic Silver 5 and replace it.
If it is still under warranty then I'd be looking at possibly returning it.
Do you know what brand it is ?
I say try taking the card out and blowing it out with an air compressor or can of compressed air and see if it helps and if possible test it in another pc.
