I don't know of any modders here personally but with the release Of TSR's new workshop tool just about anything is doable for the game except for animations. Between that and the tutorials in the Create section over at Mod The Sims anybody could make those lights even yourself.
I don't know more, but i don't like to use more Sim mobile. More Sim get the problem of receiving call while another call is running. You could understand.
