Your video driver is 4 years old so I would suggest you start there by downloading the latest driver from ATI's website.
First off why do you have two launchers?
Are these on the same Windows account or on separate accounts?
Try deleting the 4 cache files in your documents/electronics arts/sims 3 folder and see if it helps.
I'm not sure but it seems like when ATI came out with that series of card it had problems with running the game.

Delete the files in MyDocuments/Electronic Arts/The Sims 3 that have cache.package as part of the name.

You want to use the launcher for the most recent expansion pack you have or if you have Outdoor Living stuff pack you'll need to use that one.
The older one you should just delete.

I know with Vista I have to allow the Sims 3 run with admin privileges and the launcher still crashes, but the game starts so I usually just bypass the launcher.
