Question about Lots

I understand that SC4 is a neat way of doing lot terrains. When it comes to putting the lot sizes on this terrain, can you do that in SC4 or do you have to create the lot sizes in The Sims 2 itself?

So if I want to do this I go to my sim city 4 game, and design the terrain I want on a 64x64 size region? I still haven't done this yet because I'm confused!

 

I wonder if you'll be able to make snow lots and beach lots with SC4 in sims2....

 

if so, the terrain files in sc4 would have to have the snow or beach setting. but nothing extra will be done like falling snow in the snow lots, and stuff like that.
