Can i move into a neighborhood if i destroy a lot instead of building a new neighborhood? Thanks!

Yes. Neighborhoods are not physically full until not only are there no free lots, but it is physically impossible to plop out a blank one anywhere. You are not limited to the existing lots or houses by any means: You can simply plop down a blank lot on a suitably flat piece of terrain next to road if you need more space.
