Depends how you interpret the question I think. If you have the other sim invite your sim over, he/she will go there if the relationship is good enough. Of course in that case you're controlling the other sim and not your sim. But this is an interesting thing if you want to fulfill a want of your sim like "Be best friends with <other sim>", just have <other sim> invite your sim over and spend some time interacting...
