It looks like a highly speculative venture to me Josh. Good luck to Google if they can pull it off .... I think the free wi-fi access is the most likely application but it would need to cover the transport hubs and malls and shopping/business districts of every town with population larger than 5 or 10 thousand to be an effective presence I would think. Also the whole project appears to be confined to the North America :(
