    how do I do it

    It says withen each skin tone are textures for each age group gender and fitness level. To completely manipulate a skin tone you must alter every file in the project folder. Whats it mean?

    It means that there are light, tanned, medium and dark skins tones.

    Within each skin tone (dark for example) there are separate files for
    male baby
    male toddler
    male child fit
    male child fat
    male teen fit
    male teen average
    male teen fat
    and so on

    Every image needs to be changed unless you want your sims changing colour if they eat too many slices of pizza :p

    Oh my! I walked into that one, didn't I? Luvvy, you need to familiarize yourself with a computer graphics package. If you don't have any money then you'll need to learn how to use a so-called "open source" resource. See http://www.gimp.org/ (GIMP is GNU Image Manipulation Project) for more info and to download. We will not teach you how to use it. Either enroll in a course at school or college, or pester your boss to send you on a course.

    It's not a job I would attempt. Even though I have a rough working knowledge of graphics applications I have no talent for the fine detail without which artwork just looks crappy and amateurish. I guess I am making it all seem a bit hopeless; that's not my intention. The subject you're asking about is pretty darn big and doesn't really fall into the realms of "how do I do it?" You might as well be asking: "how do I fly to the moon?" Take a look at GIMP and see how you feel then, OK?
