I'm gonna call you: Stich, OK?

Right, Stich, not sure what the problem is. Smart milk is an aspiration reward. You click on it and choose "Make Smart Milk for __" Whicvh part of the operation is failing? We can't help till we know more :(

No, only the sim who is getting the smart milk needs to be in gold.

Maybe the baby's not hungry, or has another need that's approaching the red? They need to be mostly green to put up with learning to walk or talk.

Also you still have to teach the child walk/talk/potty train. They just learn faster when they have had smart milk and while they are still glowing. And just like in real life, you'll just have to postpone some of your "adult" goals while you are rearing your children. so don't feed smart milk before they go to bed or you'll lose the benefits. And the kiddies will also gain creativity, logic, and charisma points by playing with their toys faster while glowing.

The Smart Milk only has 5 servings. If you have already used them up, then you need to throw that machine away and get a new one from your aspiration rewards.

and I've heard that toddlers that transition while blue, continue to learn faster while children..... or is this a myth?

I've wondered about that. I've had some kids learn at incredible speed. I might tell them to go read and study cooking, busy myself with other sims in the household and suddenly find the child's got 5 cooking skill points.

I haven't run any scientific tests (;) ) with a control group of kids. Still, they have learned much, much faster than older sims.

Just tested it. It does appear that the smart milk does in fact get stuck. The two children who were feed smart milk just before they grew up learned faster.
For every one point a non-smart milk child a smart milk feed child got around 2.

Stuck smart-mik is a reality that perpetuates the myth that children learn faster than adults, but the true culprit is the stuck smart milk. As a general rule, smart milk will stick the moment you give a toddler one bottle of it, and will remain stuck until an error occurs that forces the toddler to be reset, or until you reinstance the toddler (by deleting or moving). Several objects include the ability to test for stuckness.
