Is it true that you can only raise family members from the dead? Or sims with a lot of relationship points? I've only tried it maybe twice now, both times with relatives.

Yes. You pick up the phone, call Grimmy and pick the person you want to resurrect. Be sure to pay top dollar if you want them back exactly the way they were, otherwise you may get a zombie or someone with reverse stats. Of course if they were a lazy son of a female canine that might actually improve them ... Oh, and FYI: if they're eaten by the cow plant and you drink them they're gone for good.
