Buy the game? The build mode is typically disabled by the No CD hack. If you have the CD use it. If you don't have it we can't help.
The typical reason for this is having a no CD hack on your computer. Even if you aren't using it for TS2, it will still cause problems in the TS2 game if you even have that piracy aid on your computer at all. As you can see, it's a very touchy area. While some people figure that ithe piracy ais are not illegal to do it where they live, it's still not ok for discussion on these boards. We take a very dim view of piracy (as does Maxis.)
