Click on the three little dots in a triangle (misc.) on the main "buying" things menu. You'll see some icons, one of which is a set of balloons for party. Click on that, and you'll see some things you can buy. The first one is a birthday cake. For a baby or toddler you need to have an adult click on the cake and choose "bring [toddler name] to cake." The adult will rock the baby for a minute or two and then blow out the candles for them, after which the kid should age. Anyone else, just click on the cake for the person having the birthday and choose "blow out candles." After they blow them out they'll spin around in a circle as they progress to the next stage. Make sure you do it before 6 p.m. or they'll change without it, except babies and toddlers, who annoyingly require the cake ... One thing I've learned is that you don't have to wait until the last minute. Any time during the birthday day is fine. I usually throw a birthday party at 4, which is when the kids are home from school, if I bother to have a party. Parties are optional: the person will grow up regardless, much as in real life. Hope this isn't more than you needed to know.

One thing you don't want to do is buy the cake too early. If you buy the cake before they are 1 day from aging, the only option you get is "clean up." I usually have my parties at 6:30 if it's a weekday. Unfortunately, that means that the police break the party up at 11pm before the 5 hours is up, but my Sims still like the party so it scores well in spite of that. Still, I prefer the weekend parties since then I can have it after the maid has cleaned the house and the police don't break up the party.
If you have the party at 6:30, doesn't the person age before then? I find it's a much better party if they age during the party ...
What Kat is talking about is the day before the trasition. You get a warning, starting from two days before, that your sim is getting ready to trasition. After you get the second warning that reads, "Your Sim will age in one day. It's time to buy your sim a birthday cake and have a party!" then you can buy the cake and allow your sim to transition. I always cheat this, especially with Toddlers who take up soooo much time. When I get the "Two-Day Warning" I start to work on getting the toddler's wants fulfilled and skills learned. He's either walking, talking, pooping, or playing with that stupid bunny head! Then the next day, about 4, after parents and siblings come home from work, I plan the party. The game only gives me the "House Party" or "Sports Party" options, but that's okay. Finally, I wait until 6. The party's in full swing by then. People have eaten dinner, are dancing and socializing, and everyone's in a good mood. Then I click on the cake and have the parent bring the toddler to the cake. We now have a child, and finally I can give him a decent hair-cut and clothes, and he can go outside and play!
Oh, I get it. Youz guys age the kid a day early. I didn't even know you could do that. I usually wait as long as I can to make sure the kid is in platinum with as many charisma points as possible (thanx to a tip from Pescado I never even buy them the other two toys any more ... just concentrate on charisma because let's face it, talking to the mirror all day is boring). But not too long because they miss out on a party. Unless the kid has "party" as a fear, in which case I keep it a fambly affair.

Yeah, me too. I'll have a crapload of work tomorrow (end of FY, have to spend all our grant money or send NC a check. Guess which one I'm gonna do!) but I can't do it until tomorrow. You won't see me online until I get home from work tomorrow afternoon, probably late, suffering from shopaholic's rapture, hungry and wanting a cigarette. And I don't even smoke. LMAO.
I've had sims not want to go to work, either ... But yes, I wish it was, send me off to work, shut off brain for 8 hours, come back, have a sandwich and get on with my REAL life.
I guess I must be a truly scary goddess. I've even had students run off to their final exams with more red lights flashing than the entire Dallas PD chasing a donut thief.
