Townies are created by the game when you start a new neighborhood. You are more than welcome to create your own "filler" sims by creating a household of Sims and moving them onto your lot. I have done this several times when I wanted my Sims to marry one of my own Sims, but didn't necessarily want to play the spouse all the way through. But, when you create a neighborhood, it seems that the Townies are all the same. Every neighborhood seems to have the same Townies, unfortunately.
They probably have a hack for that.. but then again there probably is an easy way to get through that..

you either alter the automatically created sims through SimPE (use them as Patients in Sims Surgery and if desired change their name That's how I do it...downloading and/or creating decent sims which then replace the ugly Maxis townies To have your downloads to show up in Surgery you don't have to move them in..otherwise they might show up additionally to your newly cloned townies -le
