I keep getting this error while trying to extract the file to my Mods folder:

! E:\Sims 3 Downloads\cyberopsmodifiedtraitsmod.rar: No files to extract

 

Do you have a program that will open .rar files with because I don't think there's a program that comes pre-loaded with windows that will open .rar files.
You can download 7-zip and it will open them up for you.
