    NPC's in a 'create a neighbourhood'

I was just wondering....If I create a neighbourhood will there be NPC's for my sims to make friends with etc?

Yes there will be, they magically appear in every neighbourhood, and will greet your sim upon arrival, though I have found that if you have a few of your own resident sims, it will be them that great the active sim. Community lots will always contain NPC's and they still walk (jog) past your door.

From my experience, you get the same bunch of NPC townies in each neighborhood, created or not. In fact, my biggest problem has been trying to get rid of them so that my neighborhood is purely of my own creations.

JMP has a hack for nonregenerating them (and he posted it on this site), but I haven't tried it since I installed University. I don't know if he's updated that one or not. The neighborhood which I cleared of townies doesn't seem to have them even without it that I've seen, but I did notice that there are now townies on the list available as teens to send to University. They just aren't doing the walkby thing. (But since I have around 30 families already, averaging more than 2 per familiy, I have more than enough people to walk by. As Kristalrose mentioned, the walkby and greeter people tend to be pulled from the created Sims, rather than the NPC townies after you get enough created Sims.

When using TS2 Bodyshop, you may notice a whole bunch of premade Sims, Im wondering if those are the NPC in the neighborhoods

From my experience, the NPCs are not the same as the premade Sims. The premade ones seem to be there for people who don't feel comfortable with making their own (with the various tools in CAS or BodyShop) to be able to construct their own families.
