I don't know of one. But it's really quite simple. Just place all unzipped files, which have names ending in .package, in the folder: My Documents\EA Games\The Sims 2\Downloads If you're really clever you can make a shortcut to that folder and place it on your desktop, like wot I have! You can then drag and drop package files onto the shortcut icon ... easy peasy.
