You have a picnic by getting a picnic basket in Buy Mode. It's under outdoors activities. Then just put the basket in your inventory or serve the food where ever you want to have the picnic on.
Or walk up to people in the parks and just grab some food while they're feeding their faces ! Sometimes I go to parks and there's food already there that someone's cooked and it's not spoiled yet!
But sometimes there's those open pic-i-nic baskets (cue Yogi the Bear) just sittin' there with nobody around! :rotfl: :ducks:
