SimCity 4 Problems with SimCity 4 Deluxe installation issue?

    Problems with SimCity 4 Deluxe installation issue?

    Hello. I recently used Windows Vista Starter Edition when I installed SimCity 4 Deluxe Edition, and the game worked very fine. Recently, I downgraded to XP Professional Service Pack 2 because Vista is always not responding. When I reinstalled SimCity 4 again, it thus successfully installed with all of its components. But when I began to play it, I was very surprised that the EA Games logo will just appear, freeze for 2 seconds, and it will crash, leaving nothing, no notification that a crash happened whatsoever.

    I guess this has nothing to do with the cards or chipsets whatsoever. When I downgraded to XP (I reformatted my PC, the disk was cleaned up and everything was removed, to make a new fresh start for XP), I never removed any component to my CPU hardware. Third Party games like Warcraft works fine with my PC. Only SimCity 4. I really liked this game before, but I can't play this as of this moment. I reckon I should not buy a chipset or video card or whatever (how much is it if ever I have to buy?) because this game used to run properly on higher OS.

    Well, specs of SimCity 4 really met my system's requirements, but I can't decipher what is wrong.
