Nope. There might be a hack but it's not part of the game. I think it's because children and younger can't die, and vampires are especially vulnerable.
No. In fact Maxis have made it so that you can't do anything dastardly to children, which is pretty OK by me. :/
LOL SB ... snap! Actually children can die but only by accidental death thru stuff like fire and drowning. Starving is impossible because a SW will take them away long before they die from hunger and mainy other forms of abuse will tend to result in grade failure which also results in salvation by SW.
