SimCity 4 Weird object from simcity4

I have no idea... But that doesn't sound logical. On the other hand who claimed they must be logical at all?

 

Ign has pretty good stuff, but i hate pay-sites

 

Fae... at Gamespot, the screens with blue boarders ore free, and the ones with red, only subscribers can see. Luckily, the newest ones are free to view.
