Weird? Don't you think it's weird that two teenagers can makeout and kiss and stuff and then say "no" to going steady?? That's confuses me, becuase my boy teen sim has a 100 relationship with another girl, and she still refuses to go out with him. Also, can two married people get divorced? One of my friend's family consists of a baby, a mom and a dad, and she no longer wants the dad, can they get a divorce? How do you do it?

In my (limited) experience, to go steady your Sims need to have been together for a while and see each other often. It's sort of a progression from having a long-term (relative to other Sims'!) relationship with anther Sim which is meaningful insofar as they see each other enough for the relationship to be stronger and of more importance than a simple Romance Sim's love 'n' WooHoo or Fortune Sim's friends-for-money relationships, where the relationship is just a means to an end rather than an end in itself. So 100 on both bars isn't enough - you need to demonstrate commitment, damnit, if that girl's going to exchange pins or whatever that crazy 50s highschool custom which inspired 'going steady' was.
With my little exp. with the sims 2(bought it yesterday). You can break up. It's just like how people can on the sims 1. Just argue alot and brag ALOT! Then break up with the option. I hope that solves your problem. Also about the teenagers...Do they trust each other? You will have to see if they are interested in each other. When both bars go quite high, they will eventually go out together.
