I've never been able to get those stairs to work if I placed the railings first, so take out the railings around the open space on the second floor and see if that works. I think I see four open spaces in your picture of the second floor grid and I think that's enough open space. If removing the railings solves the problem then you can put the railing back after the stairs are installed.

Hope this works for you. There can be other issues with those stairs although they are otherwise marvelously flexible.

    can't do it still..

I tried it and it still doesn't work. I also tried the caliente house to see if it happens.. and it the stairs doesnt work there also.

    here are some better pics:

I deleted their stairs and tried to build a new one, but can't. I just started playing, so I never did added or removed anything in that house.

In the picture, there is enough space, but it wont let me place it. It's weird because once I delete their stairs, I can't build it back in.

Premade stairs work, but I dont want those.
The in-game tutorial didnt help either, there was nothing on 2nd story floors and stairs.

Yeah this an annoyance that is kinda crazy. The staircases occupy four floor spaces plus one upstairs and one at the bottom. However they only need a 3 tile opening in the upper floor.

On the other hand the modular stairs demand a 4 tile opening and they will always refuse to place if the blind end of the opening is crossed by an upper floor fence/railing or wall.

It always drives me slightly crazy to have to do so much demolition work just to replace a set of stairs ...

Sometimes if I am having trouble placing stairs I can use the move_objects on cheat and it will work. Might give that a try.
