How Do I Creating a neighbourhood?

I belive the create a world tool is being released by EA sometime this month I saw a button for downloading the beta on the sims3.com site.

 

They're spouting the 10th as the release date for the beta tool!

 

I understand that how can we create our own neighborhoods with the help of a tool from Ea. If any one interested than i can also try to understand it
