If you're asking about posting in the Library, I've written a tutorial here about how it works and so on. If your asking about posting on the forums then you just need to click on the "New Thread" button found at the top and bottom of every forum (really, it's pretty hard to miss) to start a new thread. Seeing that you've already posted 4 posts on this site, it seems a bit silly to explain to you how to post in threads..
