I should think it would provide income when your city attractiveness brings tourism maybe and maybe not so much or cause a debt if your city isn't so attractive.... Or something like that, it's just a guess, based on how the sims games have worked in the past... seems like it should have consequences to have one!!
Well it is a reward, and some rewards COST money to maintain, but who knows at the moment... we'll find out in a months time
