Sometimes I make my police and hospital salarys 0 $ and the police go on strike but the hospital guys never go on strike neither do the schools. is this a bug???

 

It's not nessicarily a bug. It most likely just means that you're hospital workers and school teachers have a patient/student capacity higher than what's currently occupied.

Example:

Student Capacity: 500
Actual Students: 250

So if the "Actual" is lower than the "Capacity" you're workers shouldn't strike.
